Quincy City Council Advances $25 Million Sports Complex Financing & Location

Loan and land-purchase ordinances still require three readings and final council approval
QUINCY, Ill. — The Quincy City Council has taken two significant steps toward development of the proposed Quincy Sports Complex, approving resolutions related to financing the project and locating the facility near 48th and Maine streets.
The council approved a resolution authorizing the city to move forward with plans to borrow up to, but no more than, $25 million for engineering, design and construction of the sports complex.
The vote does not constitute final approval of the borrowing.
A formal bond ordinance must still be drafted and presented to the City Council. That ordinance will be subject to the city’s normal three-reading process before coming before the council for a final vote.
Four aldermen voted against the financing resolution:
- Anthony Sassen, Ward 4
- Greg Fletcher, Ward 1
- Jeff Bergman, Ward 2
- Dave Bauer, Ward 2
Alderman Mike Adkins, Ward 3, was absent.
The council also approved a resolution establishing the proposed sports complex location on approximately 10 acres of donated property at 48th and Maine.
Plans also call for the city to potentially acquire approximately five additional acres of adjoining property for the development. That purchase would require a separate ordinance, which must also proceed through the council’s legislative process before receiving final approval.
The actions move the sports complex proposal forward but do not represent final authorization of either the proposed borrowing or the additional land purchase.
