Quincy Detective Commended for Role in Massage Parlor Investigation
Quincy Police say the investigation began with a suspicious wire transaction and ultimately led to simultaneous search warrants at three massage businesses, more than $78,000 in seized cash and an ongoing multi-agency investigation.
QUINCY, Ill. A Quincy Police Department detective has been formally commended for investigative work that authorities say helped uncover the case that led to search warrants at three Quincy massage businesses and multiple arrests last month.
Interim Police Chief Michael Tyler issued a Letter of Commendation to Detective Erik Cowick for the detective’s work on what the department described as a multi-agency investigation involving suspected prostitution, possible human trafficking concerns and financial crimes.
The commendation provides new details about how the investigation developed before authorities executed simultaneous search warrants on Aug. 27.
According to the letter, Detective Cowick was assigned on Aug. 12 to follow up on information involving an individual attempting to complete what authorities considered a suspicious wire transfer. Cowick contacted the financial institution involved and began investigating the transaction before eventually making contact with the individual.
Police say that investigation subsequently expanded into suspected illicit sexual activity involving three massage businesses operating in Quincy.
The commendation states that Cowick sought assistance from the Illinois State Police and consulted resources related to human trafficking as the investigation progressed.
Authorities ultimately obtained search warrants for all three businesses and coordinated a multi-agency operation to execute the warrants simultaneously.
Participating agencies and resources included the Quincy Police Department, West Central Illinois Task Force, Illinois State Police Human Trafficking Unit, Department of Homeland Security, and a Chinese-language interpreter from the Peoria Police Department.
According to the commendation, investigators also used a confidential source and conducted hours of surveillance before the warrants were served.
More Than $78,000 Seized
Police executed the three search warrants on Aug. 27.
The department now says the searches resulted in what it characterized as a substantial amount of evidence and the seizure of more than $78,000 in cash.
Three individuals were subsequently arrested in connection with the broader investigation and faced charges previously reported by Quincy Current involving prostitution and money laundering.
Those charges remain allegations, and the defendants are presumed innocent unless and until proven guilty in court.
The department’s reference to suspected human trafficking in the commendation should also not be interpreted as meaning that any individual has been convicted, or necessarily charged, with a human trafficking offense. The letter describes the areas authorities were investigating and the specialized resources consulted during the case.
Investigation Remains Active
One of the most notable details contained in Tyler’s commendation is that the investigation has not concluded.
The letter states that the case “continues with the potential for more future arrests.”
No additional arrests or charges were identified in the commendation.
Tyler recognized Cowick for coordinating the investigation across several agencies and for the planning that preceded the simultaneous execution of the three warrants.
The new information provides additional context to the massage parlor investigation Quincy Current previously reported, showing that what became a large multi-agency operation apparently began approximately two weeks earlier with a report concerning a suspicious financial transaction.
Quincy Current will continue following the pending Adams County court cases and any additional arrests or charges announced as the investigation proceeds.
