Standoff-Like Search on Cedar Street Leads to Three Arrests, Recovery of Stolen Firearms and Narcotics
Authorities say one wanted man was found hiding in an attic crawl space after a prolonged effort to bring everyone inside the residence out safely.
QUINCY, Ill. A narcotics and stolen firearms investigation brought a heavy law enforcement presence to the 600 block of Cedar Street Wednesday, culminating in three arrests and the recovery of multiple firearms authorities say had been stolen, along with narcotics.
According to the Adams County Sheriff’s Office, the operation began around 10 a.m. Sept. 16, when members of the Sheriff’s Office Special Response Team joined the Quincy Police Department and Illinois State Police West Central Illinois Task Force for a briefing ahead of the execution of a search warrant.
Investigators then placed the Cedar Street residence under surveillance and identified Jeremy W. Williams, the target of the investigation, outside the home.
Williams was detained without incident before officers entered the residence, according to Sheriff Anthony Grootens.
What followed became a more prolonged operation.
Authorities said two other people ran back into the residence during the contact with Williams. Deputies established a perimeter and began directing the occupants to come outside.
Nearly everyone eventually complied.
One man did not.
Man Found Hiding in Attic Crawl Space
Law enforcement spent an extended period attempting to convince the remaining occupant to surrender peacefully.
After those efforts were unsuccessful, officers used what the Sheriff’s Office described only as various methods intended to resolve the situation safely before ultimately entering the residence.
Inside, authorities located Phillip R. Stauffer, who investigators said had concealed himself inside an attic crawl space.
Stauffer was wanted on an outstanding Pike County failure-to-appear warrant connected to a bench trial involving charges of possession of methamphetamine, resisting a peace officer and possession of a syringe.
The Sheriff’s Office said additional charges against Stauffer may result from Wednesday’s investigation.
His outstanding charges and any new allegations remain pending. He is presumed innocent unless proven guilty.
Stolen Firearms and Narcotics Recovered
Once the residence was secured, officers executed the search warrant.
According to the Sheriff’s Office, investigators recovered multiple stolen firearms and narcotics from inside the residence.
Authorities have not yet released additional information identifying the firearms, the amount or type of narcotics allegedly recovered, or the underlying circumstances in which the weapons were reported stolen.
The investigation remains active.
Three People Arrested
Williams was arrested on allegations of:
- Burglary
- Possession of a weapon by a felon
- Possession of a stolen firearm
Melissa S. Hoffman was also arrested on a burglary charge.
Stauffer was taken into custody on the outstanding Pike County warrant, with additional charges described by investigators as pending.
All three were lodged pending their initial court appearances.
The Sheriff’s Office also reported that Williams was on federal probation at the time of his arrest and was on pretrial release in Adams County in connection with a methamphetamine possession case in which he was awaiting sentencing.
Authorities said Stauffer had previously been on pretrial release in Pike County before the failure-to-appear warrant was issued.
Those circumstances do not establish guilt on the new allegations stemming from Wednesday’s investigation.
Multiple Agencies Respond
The operation drew resources from several agencies as officers worked to secure the residence and safely conclude the search.
The Adams County Sheriff’s Office credited the Quincy Police Department, Quincy Police Emergency Response Team, Illinois State Police, Illinois State Police West Central Illinois Task Force, Adams County Emergency Management Agency and Adams County Ambulance Service for assisting during what the department described as a prolonged law enforcement operation.
No injuries were reported in the Sheriff’s Office release.
The investigation remains ongoing, and authorities said additional arrests or charges could follow as investigators continue reviewing evidence recovered during the search.
Sheriff Grootens emphasized that the charges and statements contained in the department’s release are based on probable cause.
All defendants are presumed innocent unless and until proven guilty in court.
